Go to the shelter and make sure to ask about cats who want to be outside cats. Some cats do function better that way, but not all. Make sure the cat knows they have a safe place to stay, be it a porch or a garage. Even if your cat is an “outside cat”, try to make them think that they’re an inside cat that occasionally gets to go outside. Climate and local dangers are definitely a thing too. If you’re near a major road or have predators nearby, you may want to reconsider. Try to introduce the cat to your mom slowly, let them inside more and more, that way your mom sees it as a gradual change and the cat gets to spend more time inside before winter hits.

That being said, cats have lots of different personalities and some legitimately want to have a bit more freedom than others. The shelter people are the best people to ask about that. It’s definitely a big choice to make but there are ways to make it.
