That could happen. There are more than a few ancedotal stories of children speaking late but fluently, especially if they have older siblings to speak for them, (A scientifically debated idea but it matchs up with my experiences with younger siblings.) Telepathy would probably fill the same niche. And a good few scientists back up the idea that late talkers with alternate methods of communication aren’t at risk long term. The main problem would be not having the practice to form sounds correctly or the muscle development in the jaw or tongue, and being surrounded by some really diverse accents, could lead to speech issues until they figure out the basics of sound formation.
